We’re seeking a strategic and innovative Technical Recruiting Project Manager - Individual Contributor (IC) to report to the Senior Director of Technical Recruiting Strategy & Operations, with a particular focus on BizOps and technical talent. This role will support accelerating Capital One’s position as an employer of choice in an evolving talent market through influencing, transforming, and optimizing Technical Recruiting enablement functions.

Key Responsibilities:
Resource Planning & Workforce Planning
Activate and optimize comprehensive staffing strategies aligned with Capital One's global expansion goals to monitor hiring initiatives across technical functions
Partner with Tech recruiting leaders to align hiring needs and develop staffing plans for recruitment resources
Influence and implement innovative staffing strategies to support delivery leaders in meeting hiring targets
Continuous Improvement & Operational Excellence
Identify continuous improvement opportunities within existing tools and processes
Design and implement data intelligence recruiting approaches to improve efficiency
Develop metrics and analytics frameworks to measure experiment outcomes
Scale successful horizontal initiatives across the global recruiting organization
Project Management Reporting & Analysis
Partner on project management governance to ensure analysis incorporates risks
Build and maintain comprehensive unified data intelligence products
Optimize data-driven decision making leveraging reporting recruiting frameworks
Analyze analytical hiring patterns and talent strategies
Influence partner teams with predictive models for Tech recruiting staffing strategies
Basic Qualifications:
Bachelor's degree or military experience
At least 5 years of experience in technical recruiting or HR operations
At least 3 years of experience with recruitment technologies and CRM systems
At least 3 years of experience with data analytics and operational metrics for a recruiting organization
Preferred Qualifications
3+ years of experience with data visualization
2+ years experience with process improvement methodologies (Six Sigma, Lean, etc.)
Strong opex financial management skills
Demonstrated delivery in project management and agile methodologies
Ability to influence senior stakeholders through data-backed proposals and products
Proven track record of implementing strategic and operational excellence initiatives
Experience designing and analyzing recruiting project management products
Experience improving recruiter productivity and global recruiting operations
Knowledge of current recruiting technologies and horizontal trends
Experience with data-driven project and product design and implementation
Track record of implementing successful strategies in a large-scale environment
Demonstrated proven deep expertise in optimizing large-scale strategic workflows
Track record of implementing innovative recruiting data and reporting solutions
Strong analytical skills with the ability to translate data into actionable insights
Strong leadership and stakeholder management abilities
Advanced proficiency in data visualization and reporting tools
Change management and data-driven program development experience

The minimum and maximum full-time annual salaries for this role are listed below, by location. Please note that this salary information is solely for candidates hired to perform work within one of these locations, and refers to the amount Capital One is willing to pay at the time of this posting. Salaries for part-time roles will be prorated based upon the agreed upon number of hours to be regularly worked.
McLean, VA: $151,900 - $173,400 for Manager, Project Management
Candidates hired to work in other locations will be subject to the pay range associated with that location, and the actual annualized salary amount offered to any candidate at the time of hire will be reflected solely in the candidate’s offer letter.
This role is also eligible to earn performance based incentive compensation, which may include cash bonus(es) and/or long term incentives (LTI).
