Manager, Project Management - US Card Jira Lead

Do you have a passion for improving the way we deliver software, influencing at all levels, and leading change for the better?  If so, we have an exciting opportunity as an individual contributing Project Manager within the Card Tech Analytics team supporting the Card line of business at Capital One. We are looking for a Jira super user to join us on our transformation journey!

The Card Tech Analytics team drives adoption of standards and tools that address planning, prioritization and delivery process needs. Partnering with the Card’s 40+ portfolios, we help to translate their strategic roadmaps into realistic, forecasted portfolios that align with business priorities. We provide management, oversight and support to both tactical and strategic levels of the delivery ecosystem; collaborating across varying levels and roles to enable leadership to see progress, remove blockers and make decisions needed to deliver the most value to the organization.

What you’ll do:

  • Developing a Jira onboarding module for product managers and portfolio managers.

  • Proactively provide consulting to product/portfolio managers to effectively use Jira at a strategic level and empower portfolio leaders with tools that enable visibility into the activities of their organization.

  • Evangelize, govern and evolve Jira standards across the line of business to ensure visibility of "who is working on what”.

  • Manage the structure of Card’s portfolio-level projects in Jira. This includes evaluating labor data, setting up project hierarchies, and supporting realignments during major org changes.

  • Ensure Data Accuracy: Regularly audit Jira projects to fix errors and remove duplicates. You will ensure that the reports leadership uses are based on clean, accurate information.

  • Advise Card’s users working at all levels in the delivery organization on optimized methods for getting the most out of Jira tooling and reporting in ways that minimize administrative overhead and increase actionable insights to drive value creation.

You should consider this role if:

  • A Technical Operations Expert: You don't just use project management tools; you master them. You have deep proficiency in systems like Jira and understand how to structure project hierarchies, manage bulk data, and maintain a "clean system" that accurately reflects reality.

  • A Data-Driven Problem Solver: You value accuracy above all else. You are comfortable analyzing datasets to find the "truth" about the real status of delivery work, ensuring that every decision leadership makes is based on clean, verified information.

  • A Disciplined Process Leader: You understand that great results come from consistent execution. You are rigorous about following governance standards and risk management procedures, ensuring that the division remains compliant.

  • You have excellent communication and partnership skills which are essential for interacting and communicating with key stakeholders at all levels and across many functions throughout the company to manage, inform and influence outcomes

  • A Collaborative Bridge-Builder: You thrive in a connected environment. You act as the link between your team and Card’s portfolio managers, capable of building strong relationships with diverse teams to drive alignment on shared goals.

Basic Qualifications:

  • Bachelor’s Degree or Military experience

  • At least 5 Years Project Management experience

  • At least 3 years of experience with Jira as a power user (using JQL, dashboards, plan views, scrum or kanban boards)

  • At least 2 years of experience working  in agile practices (scrum master, agile delivery lead, or product owner)

  • At least 2 years of Portfolio Management or Program Management experience

Preferred Qualifications:

  • 6+ years of Project Management experience

  • 3+ years of experience coaching teams in agile practices (scrum master, agile delivery lead, or product owner)

  • 4+ years of experience using SQL

  • 2+ years of experience administering Jira projects

  • 3+ years of Portfolio Management or Program Management experience
